Interpreting the "Equal Access" Provision

In this thoughtful review, Abigail R. Moncrieff examines disparity in federal Circuit Court decisions about the equal access provision of Medicaid: The Third, Fifth, Seventh, Eighth and Ninth Circuits have all ruled on this issue, but the applicable standards have varied, so that we do not appear to be any closer to a national standard of clear metrics as to what constitutes adequate access and provider payment for Medicaid.
